Any person having any right, title, lien or interest in the property or any part thereof,
or the city engineer, may request a hearing regarding the substandard condition of
a building or property after the building or property is posted. A request by any
person other than the city engineer shall be made in writing to the planning commission
within thirty days after the building or property is posted. All persons who desire
to be heard may appear before the planning commission to show that the building or
property is or is not substandard or to show cause why the building, even if substandard,
should not be ordered barricaded, demolished, repaired, rehabilitated or vacated.
