When any person by any means, including, without limitation, the use of signs, circulars,
cards, telephone directories, trade publications, newspapers, advertisements, websites,
internet postings, social media or other electronic communication platform, represents
that such person is in a business in the city, or when any person holds an active
license or permit issued by a governmental agency which license reflects that such
person is in business in the city, such person will be deemed to be transacting or
carrying on a business in the city.
